Key Responsibilities
- Ensure the availability of Project Initiation Note (PIN) for every project.
- Accountable to the Project Owner for the project.
- Leading the overall project organization during the ASSESS and SELECT Phase.
- Representing the upwards and outwards of the project and consequently, all of the project communication aspects.
- Ensuring the correct project handling, in compliance with the M-R Standards of the project management (PMS) process.
- Taking over overall project responsibility during ASSESS and SELECT Phase.
- Ensuring alignment of project scope and content with the business needs of all refinery sites.
- Maintains and implements Business Objectives and Success Criteria.
- Ensures project realisation in compliance with Business Objectives and Success criteria.
- Manages scope and mitigates risks across the project together with the PM.
- Ensures defined quality in the project assurance plan (PAP) and project execution plan (PEP) together with the PM.
- Ensures planning and selection of resources in alignment with line management during Assess and Select Phase.
- Controlling and reporting of planed and actual values (cost and schedule) for ASSESS and SELECT phases.
- Implements review and quality assurance procedures according to the Axiom standards.
- Develops Gatekeeping deliverables (Gate Approval Support Package), initiates and induces Go/- No Go Decisions.
- Ensuring compliance with standards and norms.
- Ensures that relevant “Value Improving Practices” will be applied in due time and in a facilitated way throughout the project life cycle.
- Ensuring minimum life cycle cost.
- Supervises all project lines, service and staff functions.
- Active coordination with Project Team and Stakeholders.
- Coordination of licensor(s).
- Reports to Project Owner and communicates progress towards expected outcomes to project stakeholders.
- Ensures that product and utility conditions at battery limits are defined in due time and in alignment with relevant stakeholders.
- Definition of guarantee values and corresponding analytical verification program.
- Assurance of proper transformation of project objectives into basic- and detail engineering.
- Contributes to overall Project Execution Plan.
- Ensures Process Design Integrity.
- Evaluation of results of “first run of the plant” and “guarantee test run”.
- Ensure that relevant risk assessments (e.g. HAZID/HAZOP study) are done during SELECT phase.
- Owns the project risk management plan together with PM.
- Initiate and prepare Independent Gate Reviews 1 and 2.
- Coordinate, organize and control the project during ASSES and SELECT Phase.
Education, Experience, and Qualities
- University degree in chemical or mechanical engineering.
- Extensive experience in process design for projects in the refining or petrochemical business.
- Sound experience in the set-up of business cases.
- Sound knowledge of process technology and design of refinery or petrochemical process plants.
- Sound knowledge of configuration and production capabilities of all sites.
- Economic thinking.
- Sound knowledge of project management processes.
